does leyline of sancity stop counters and sacrifice?

No, not specifically.

Sanctity stops anything your opponents cast that targets you. So things like, say, Lightning Bolt - "3 damage to target creature or player" - or Mind Rot - "target player discards two cards" - anything that says "target player" in it can't be cast on you.

So a Leyline of Sanctity will stop you from having to sacrifice to a Gatekeeper of Malakir or Dispense Justice , but won't help you against an All Is Dust since that doesn't target.

Most counters say "counter target spell," and thus don't target a player. However, if you have something that says "counter a spell target player controls," or some...weird effect like that, it'd stop them from targeting you with that ability.

It doesn't stop counterspells, but I don't think that's what you were talking about.

You still receive poison counters as a result of combat damage. However, if an effect or ability says "target player" gets a poison counter or is dealt damage, those sources cannot give you counters.

If the reason you're sacrificing something is because of a spell or ability that says "target player sacrifices...", then you do not have to sacrifice anything because that source cannot target you. Leyline of Sanctity does not stop any sacrifices due to Annihilator or another non-targeting source/ability/effect.
