If it produces that color, is it considered that land?

If I played a Seachrome Coast turn one, and followed by a Hinterland Harbor turn two, does that mean that [hinterland harbor]] comes into play tapped or untapped?

Hinterland Harbor enters tapped. You need a real forest or island for it to enter untapped. Every land with the subtype island or forest works so feel free to use duals or ravnica lands: Breeding Pool Watery Grave ...

cedrix is correct. In order for a land to be one of the basic land types, it has to say it on the type line - it'll say "Basic Land - Island" or "Land - Mountain Swamp" or something like that. Just tapping for a color does not make it one of the basic types.

It comes in tapped. Just because a land produces a color of mana does not mean that it counts as the appropriate land type. Take, for example, City of Brass . It can produce every color of mana, but does not have any basic land types.

Only lands whose typelines specifically state that they have a basic land type actually have that type. Seachrome Coast produces U/W, but does not have basic land types. Hallowed Fountain produces U/W and does have basic land types.

Hinterland Harbor will only enter the battlefield untapped if you control a card which is a Forest or and Island (note that this does not mean a basic Forest or Island, just a land with that type). Since Seachrome Coast is neither a Forest Nor an Island, it will not satisfy that condition.

305.5. Land subtypes are always a single word and are listed after a long dash. Land subtypes are also called land types. Lands may have multiple subtypes. See rule 204.3h for the complete list of land types.

Example: "Basic Land Mountain" means the card is a land with the subtype Mountain.

305.6. The basic land types are Plains, Island, Swamp, Mountain, and Forest. If an object uses the words "basic land type," it's referring to one of these subtypes. A land with a basic land type has the intrinsic ability "T: Add [mana symbol] to your mana pool," even if the text box doesnt actually contain that text or the object has no text box. For Plains, [mana symbol] is W; for Islands, U; for Swamps, B; for Mountains, R; and for Forests, G. See rule 107.4a. Also see rule 605, "Mana Abilities."
