End Step and Clean Up Step Question

I had a Torrential Gearhulk on the field, my opponent hit it with a Lightning Axe discarded something trival, a Mountain. He realized that the gearhulk was a 5/6, accepted that he had no other recourse and moved to his end step. He had a Fevered Visions on the battlefield, drew a card during his end step, it was a Fiery Temper, he immediately cast it at the Torrential Gearhulk.

Admittedly, I wasn't sure of the 5 damage of the Lightning Axe had fallen off of the Gearhulk yet. I know the damage comes off during the cleanup step, but in that small window between resolve Fevered Visions ability and the cleanup step, was he able to hard cast the Fiery Temper killing my Torrential Gearhulk?

For the record, since I wasn't sure, I said it was fine, but I just wanted to know for future reference. Thanks in advance for you help clarifying this issue.

The end phase consists of two steps:

  1. End step

  2. Cleanup step

Yes he can do that. Damage falls off all permanents during the cleanup step. Everything he/she does is during the end step. At the end of every step and phase (With exception to the untap and cleanup steps), there is a round of priority where players may cast spells and/or activate abilities.

Fevered Visions triggers at the beginning of the end step. He gets his Fiery Temper. Now, he has priority again once the stack is empty and has the chance to cast his Fiery Temper on your Gearhulk. It will have over lethal damage dealt to it and it will die.

Once your opponent drew from Fevered Visions the stack is empty and your opponent has priority. They can cast Fiery Temper before passing priority to move to Clean Up.
