Does the opponent control Arrest when played on their creatures

I played Arrest (enchantment aura) on the opponent's creature. At my next turn, I played Sphere of Safety. During the opponents turn, the opponent attacks with another creature but claims that he only taps 1 land instead of 2 because Arrest is an enchantment he controls because I played it on his creature. Is this true?

Permanents are always controlled by whoever casts them unless a spell or effect dictates otherwise. Think of a card like Recumbent Bliss . It wouldn't make sense to have it be more expensive than Pacifism AND have an upside to your opponent's creature. Or how Pillory of the Sleepless specifically gives the ability to the creature it enchants. If the creature's controller also controlled the enchantment, there wouldn't be a need for this distinction. One last example Prison Term would be able to be placed on a creature you cast if it were controlled by your opponent. Though these Pacifism esque enchantments typically go on opponents' creatures, you still control them.

No. You control the enchantment, even though it enchants your opponents creature. Nothing ever gave your opponent control of the aura. Your opponent will have to pay 2.
