Can this creature be saved?

I cast Draconic Intervention . Exiling a 7-cost card. Can my opponent cast Infuse with Vitality to save the creature?

Let's say I have a recently cast Fathom Mage and I create a Fractal and put 2 +1/+1 counters on it. Does evolve trigger? Do Fractals interact the same way with a card like Elemental Bond ?

You appear to have posted twice. For the sake of anyone who stumbles upon this post and doesn't see the other: No, the Fractals are created as 0/0s so they don't trigger either of those abilities (but can trigger others, such as Mentor of the Meek ). While none of the Fractal generating cards have card specific rulings, the similarly worded Zaxara, the Exemplary has this:

4/17/2020 The Hydra token enters the battlefield as a 0/0 creature. Any abilities that modify or trigger on this event apply. After the token is on the battlefield but before any player can take actions, +1/+1 counters are put onto the token.

No, they cannot save the creature with Infuse with Vitality because of Draconic Intervention 's exile clause. Infuse With Vitality sets up a triggered ability to bring the creature back if it does. Draconic Intervention, however, sets up a replacement effect that replaces the dies event. If the creature WOULD die (either because it took lethal damage from Intervention, because something else finished it off that turn, or because it got sacrificed or something), it goes to exile. It never goes to the graveyard, so it never dies and effects that care about things dying won't trigger.
