Banishing Light effects and Triggered Abilities

My opponent has a Deputy of Detention which exiled my Mentor of the Meek . If i cast Callous Dismissal targeting deputy will mentor trigger if I make the 0/0 army token.

Since Banishing Light 's ability functions the same way as Deputy of Detention 's, we'll reference its rulings:

  • The exiled card returns to the battlefield immediately after Banishing Light leaves the battlefield. Nothing happens between the two events, including state-based actions. Banishing Light and the returned card aren’t on the battlefield at the same time. (2014-04-26)

  • In a multiplayer game, if Banishing Light’s owner leaves the game, the exiled card will return to the battlefield. Because the one-shot effect that returns the card isn’t an ability that goes on the stack, it won’t cease to exist along with the leaving player’s spells and abilities on the stack. (2014-04-26)

Because the "until" one-shot effect doesn't use the stack and happens immediately, Mentor of the Meek will return to the battlefield before the Amass portion of Callous Dismissal occurs, so the Army token will trigger Mentor of the Meek .

Yes it will. It boils down to how the cards are written.

Deputy of Detention ’s effect is a continuous effect with a duration that last for as long as he’s on the battlefield. No matter what is happening, if the duration ends, the effect immediately and instantaneously ends, meaning your Mentor of the Meek will instantly be back on the battlefield.

Because of the ordering of the effects on Callous Dismissal , you bounce Deputy of Detention first, and then create the 0/0 token. Since the Mentor will be instantly back, it will see the token entering the battlefield and trigger accordingly. The trigger won’t go on the stack though until Callous Dismissal has resolved.

It's also important to note that if the returning creature triggered an ETB ability, that would not go on the stack until the entirety of Callous Dismissal finishes resolving.

For example, if instead it was Elite Scaleguard trapped under the Deputy of Detention , and was your only creature, it would return to the battlefield, thus triggering its bolster ability. However that wouldn't go on the stack until you also created your army token, and thus the Scaleguard would not be the recipient of the bolster counters.
