In short, once Elesh Norn Flip flips over to The Argent Etchings Flip and finishes its last chapter with Narci, Fable Singer in play, will Narci see the saga as having a costing cast of zero or four?

Not sure what your budget is, but if you don't mind shifting away from blue, the new Enduring Enchantments deck really synergizes well with itself, and has plenty of room for upgrades, as well as an alt commander in Narci, Fable Singer if you're more interested in sitting back and draining opponents vs swinging out with Anikthea, Hand of Erebos.

Also, Kraum, Ludevic's Opus
foil version seems to have problem with uploading market value information
