With Commander being the main casual format these days it makes sense from WotC's marketing standpoint to keep the decks tied to set releases, particularly the Universes Beyond sets. UB sets try to draw in new players that are fans of the IP and then the commander decks are an attempt to get those players to stay with the game by introducing them to casual gameplay with friends.
With the in-universe sets, the commander decks try to get people to buy packs to hunt for the new cards that would upgrade those decks. Like how Icetill Explorer from Edge of Eternities is a perfect addition to the World Shaper commander deck. Design a commander deck, make sure that there are one or two strong chase-rares in the set that fit perfectly into that deck, and lure people into gambling on packs because the prices of the chase-rares skyrocket even before pre-release.
Personally, I think that I would also prefer commander decks to be independent from sets. It means that commander products could be designed to help give new support to archetypes and strategies that have been a little underserved up until this point. The obvious issue that has happened in the past with that though is that WotC then prints really strong commander-exclusive cards to try to help those decks sell, and those cards either start warping the format or become auto-includes that reduce deck variety. Although, the chase-rares that WotC puts in sets can be just as bed so maybe it's a moot point. At least if the card is printed in a set there will be more supply to help keep costs down a bit.

Love a lands build! Icetill Explorer feel like a must to me. I'm in the process of trying to fit a Skullclamp into my Four color Earth's Crust build. That consistent card advantage is just too good. Keep it up!

Love a Four color lands deck, check out mine, Earth's Crust! Gotta make room for the new Icetill Explorer its soooo good dude!! Half way through original Dune novel, the book is eerie after seeing the film, I sort of wish I did it the other way around.
