Giving hexproof to an opposing creature?

Say my opponent casts Giant Growth on his own creature and I Mizzium Skin it in response? Does the hexproof go from the perspective of Mizzium Skin or the creature?
What about Alpha Authority ?

Whoops, sorry about the Mizzium Skin problem, it's just the first hexproofing instant I thought of. Is there any way for an aura to make it so only the aura's controller can target the creature?

Closest to that would be something like Dismiss into Dream which would just make them not WANT to target their things.
But no, there's nothing that actually forbids them from targeting their own things while still allowing you to target them, short of I guess, giving them protection from the colour that is their only deck colour.

Vines of Vastwood and Canopy Cover are worded so this works, as they don't grant hexproof.

The creature gets hexproof, meaning only it's controller can target it with anything.
Plus, you cannot cast Mizzium Skin on a creature you don't control, but in the case of you enchanting an opponent's creature with Alpha Authority , it still gets hexproof, meaning nobody but it's controller may target it with spells.
