Garruk Relentless at 0 Loyalty

This probably gonna be seen as a stupid question but hear me out, if Garruk Relentless  Flip uses his first 0 ability targeting a 3 power creature, and he is set to 0 loyalty, then is he able to flip before being sent to the graveyard? And if so, is it possible to cast a card adding loyalty somehow to keep him alive?

My EDH playgroup has allowed me to use Garruk Relentless  Flip as a commander and I was thinking up ideas for tricks and stuff I could do with him when this question popped up, the answer isn't on the gatherer and I knew that people on here have a better idea than I do about rules.

Garruk dies before he transforms as a state-based action. State-based actions resolve before state-triggered abilities.

You'll need to add loyalty to him before the damage is dealt--a card with proliferate for example.

(I guess that's not 100% accurate: Rules Lawyer will allow him to transform if you hit 0 loyalty, but that's both an un-card and not in Green's colour identity).

Edit: Here's the rule:

Rule 704.3: Whenever a player would get priority (see rule 116, Timing and Priority), the game checks for any of the listed conditions for state-based actions, then performs all applicable state-based actions simultaneously as a single event. If any state-based actions are performed as a result of a check, the check is repeated; otherwise all triggered abilities that are waiting to be put on the stack are put on the stack, then the check is repeated. Once no more state-based actions have been performed as the result of a check and no triggered abilities are waiting to be put on the stack, the appropriate player gets priority. This process also occurs during the cleanup step (see rule 514), except that if no state-based actions are performed as the result of the steps first check and no triggered abilities are waiting to be put on the stack, then no player gets priority and the step ends.
