Clarification with Electrodominance with casting Living End

While casting Electrodominance then subsequently casting Living End for zero would I still have to wait for the Suspend effect? Or would it be an instant effect since I'm casting it for zero and not the suspend cost?

[[Electrodominance]], [[Living End]]

The CMC of Living End is 0. You can cast that using Electrodominance for any value of X, and you won't have to wait for suspend. It will go on the stack straight away. The same applies for any other spell with no actual casting cost in the top corner.

Kogarashi, but Electrodominance says: “you may cast a card WITH CONVERTED MANA COST...”. Living End does not have a CMC. That’s why it can’t be cast off of Snapcaster Mage .

Living End doesn't have a mana cost. All cards have a CMC. The CMC of cards with no mana cost is 0.

202.3a The converted mana cost of an object with no mana cost is 0, unless that object is the back face of a double-faced permanent or is a melded permanent.

Master_Tame, as Gidgetimer pointed out, there's a difference between a "mana cost" and a "converted mana cost." This is why cards like Abrupt Decay and Blast Zone specify nonland permanents with the given converted mana cost.
