Can you activate loyalty counters on a planeswalker that is tapped?

Say I play Arena of the Ancients and I tap all legends. With the new rule that includes planeswalkers too. Would a player be able to use the abilities of that planeswalker?

Also, not what you asked, but Arena of the Ancients does not tap planeswalkers. The new rule does not make them Legendary Creatures.

Yes. There's no rule that says a planeswalker needs to be untapped in order to activate its abilities.
