Can mindlock orb be tapped?

If I have the Relic Barrier , Mindlock Orb and Maralen of the Mornsong on the battlefield. Can i tap my mindlock orb with relic barrier at the end of opponents turn allowing me to search my library before my draw step?

No. You're thinking of an old rule that was changed with Sixth edition. Unless the artifact's Oracle text says otherwise (usually in the form of "as long as [this card] is untapped," such as on Winter Orb ), the ability on the artifact works whether it's tapped or untapped.

As long as Mindlock Orb is on the battlefield, you won't be able to search your library with Maralen of the Mornsong . You will still lose 3 life and shuffle your library, but the search effect itself fails.
