Can Crater Elemental slip under Ensnaring Bridge?

My gut says it can, since you need to activate the Formidable ability and can do so after declaring attackers, I'm thinking it might be a good sideboard option in Hollow One, where 8 power is fairly easy to achieve...

Yes.

In Magic, there is a distinction between "to Attack" and "Attacking."

To attack is the physical action of declaring something an attacker. A creature is "attacking" if it is in combat attacking an enemy.

Ensnaring bridge only prevents creatures from being declared as an attacker--it does not prohibit creatures attacking.

So, cards like Crater Elemental can be declared as an attacker, and then subsequently pumped. Because their power was less than or equal to the cards in-hand at the time of being declared an attacker, they would bypass Ensnaring Bridge.

You can also cheat in large creatures with cards like Kaalia of the Vast, since the larger creature was never declared an attacker--it skipped right to "attacking."
