I am just curious, does Dismiss into Dream get triggered by Fog ? Or does it have to have a specific target?

As you stated Fog does not specifically target a creature, it is a global effect and therefore Dismiss into Dream will not get triggered by Fog .

Is there a cheap mass target in standard that would trigger Dismiss into Dream?

Reap What Is Sown is probably the spell with the most targets in Standard.

Darn I was hoping for something that could essentially give me a cheap Supreme Verdict multiple times.By attaching a cheap (instant) to Elite Arcanist and just board wipe over and over.

....If you want a cheap Supreme Verdict...just play Supreme Verdict. Four mana is pretty efficient for wraths. Not to mention, needing a 7 Mana enchantment already on board undercuts the whole "cheap" thing.

Zephyr Charge will trigger it. It actually got played on me at a draft once (that two card combo). But honestly, Dismiss into Dream is pretty bad. Its extremely expensive, for an ability that on its own, does nothing. Id just play Cyclonic Rift , at least it is good at 7 mana.

Curse of the Swine is x targets. Works with Dismiss into Dream . With it the creatures don't get exiled, they also don't the 2/2 boar from curse either. gives you the most flexibility.in the deck, exile or sac, Both get rid of indestructible, so win-win with one or the other.

Heh: Dismiss into Dream + Sea Kings' Blessing . There's a five-color cycle of similar cards, but that's the blue one, see.
Granted this is more of a Commander/EDH sort of combo, I suppose.

Zephyr Charge .... although it doesn't hit multiple targets at once it is repeatable, and it sticks around lets continue to hit anything they bring in... except hexproof creatures, of course.

It has to be a specific target. Fog does not target.
