Will Cyclonic Rift return my cards that were exiled adn then played by Nightveil Specter or Ashiok, Nightmare Weaver

Still learning about MTG. I am hoping CR will provide counterplay against this type of card.

"Permanents" only exist on the battlefield. Cards in any other zone (including exile) aren't permanents, so Cyclonic Rift can't affect them.

However, given that they specified "and then played" they WILL be permanents.
And since you don't control them, they will be effected by Cyclonic Rift which will return them to their OWNER's (in this case your) hand. Anything they've exiled and since played will come back to your own hand.

yes if they were stolen, then you don't control them. And when they are returned to a hand, they are returned to their owner's hand, not their controller's hand.

It is good to note, however, that any cards still in exile will remain in exile, with no Nightveil Specter or Ashiok, Nightmare Weaver to play them with.

All the non-land permanents will be returned to your hand, yes

Also: If he exiled a card with Nightveil Specter and you then bounce the specter, he cannot cast that card if he replays the Nightveil Specter , as the specter is now considered a new permanent and is no longer linked to the exiled card.

The creatures exiled with Nightveil Specter will be in exiled, cuz they are not in the game anymore, they were Path to Exile d they're out from the game, they were removed... they will never come back :D
