When cards transform, do they retain buffs?

As the question briefs, if I controlled a Thing in the Ice  ^Flip with 1 ice counter left on it, and I cast Titan's Strength on the Thing and it flips, does the Awoken Horror still receive the +3/+1?

As long as the permanent remains on the battlefield during the transformation, yes. Transforming a permanent just causes it to gain or lose certain qualities. It's still the same object (unless the transformation causes it to leave the battlefield for some reason, in which case the zone change causes it to become a new object).

An example of a transforming permanent that changes zones would be the flip walkers in Magic Origins, such as Kytheon, Hero of Akros  ^Flip.
