It says on the card to cast it if it is not a land.

If you exile a creature card (or sorcery, or planeswalker, or artifact, or enchantment, etc) with Omen machine's triggered ability, you can cast the card (if able. So as long as something like teferi, or timing restrictions written on the card, don't prevent it). If you don't cast the card for any reason, it remains in exile, nothing says to put it into your hand.

but timing restrictions state that soceries, artifacts, enchantments and non-flash creatures can't be played during upkeepso that is why I am confused

If a spell or ability instructs you to cast something, it ignores timing restrictions.

From gatherer:

Putting the land onto the battlefield or casting the card is not optional. If the player is unable to put the land onto the battlefield (this is rare) or cast the spell (perhaps because there are no legal targets available) as the triggered ability of Omen Machine resolves, the card simply remains in exile.

The card trumps timing restrictions. Omen MachineMTG Card: Omen Machine says cast the card, you can cast the card. Card text trumps standard rules.

Why did djgunn get the accepted answer? The 'ruling' he linked has absolutely nothing to do with your question. Whatever.

The rules about when certain types of spells are allowed to be played are permissive. That is, all of them are written as "you may do [such and such] at [so and so time]". The reason a player normally isn't allowed to cast a non-instant spell during his draw step is because there's nothing in the rules giving him permission to do so. However, when some other effect gives you a special directive or permission to play a spell at an unusual time (like Omen MachineMTG Card: Omen Machine, Knowledge PoolMTG Card: Knowledge Pool, etc.), then you're allowed to do so. Flipping up any non-land card with Omen MachineMTG Card: Omen Machine will cause you to cast it, right at that moment, no matter what type of card it is.

The ruling djgunn quoted only matters if there aren't enough legal targets to choose for a targeted spell (Doom BladeMTG Card: Doom Blade with no nonblack creatures on the battlefield), or if there's some effect that specifically says you can't cast the card you revealed (Teferi, Mage of ZhalfirMTG Card: Teferi, Mage of Zhalfir, Ward of BonesMTG Card: Ward of Bones, etc.).

Thank you for the post clearing things up Rhad. I was away from my computer after posting and so could not assist.

I would like to apologize for my post above, I was having a very bad day. I really do not mean to sound rude, like I said, I cannot apologize enough, I feel terrible for saying it like that.

Happens to the best of us KorApprentice. I only posting it up for added assistance in the rules clarification about how exactly Omen MachineMTG Card: Omen Machine works, because pretty much everyone else had hit on the timing restriction thing.

Well, in our defense, that is because his question was about the timing restriction, nothing else. The ruling you posted is still irrelevant, I just think that I could have said so in a much nicer way.

Well, in my defense, I was merely pointing out the fact that the rest of you had actually covered the question. So, I was just making an "additional information" post.

So, what I was trying to communicate in my last post was: you're right. I don't understand why I'm the accepted answer either.

Additional information is always helpful, so let me thank you personally djgunn! Not sarcastically either, I myself have been tempted on many occasions to post additional information and it often clears up additional questions before they even arise.

I'm usually too slow to get around to answer the question right off the bat, so I just attempt to be as helpful as possible after the question is answered (if it makes other questions occur to me).
