Tolaria West and cards with "no mana value"

Tolaria West does not say "converted mana cost" but mana value 0. Does this include cards like Ancestral Vision which have no mana cost?

Yes, this will work. "Mana value" is the current terminology for what was previously called "converted mana cost" and they mean the same thing. Cards with no mana cost have a mana value of 0.

Note that this is different from an effect that specifies a "mana cost" of {0}. For example, you can't use Urza's Saga to search for Lotus Bloom.
