Silent Arbiter interaction with Parhelion II

If I attack with just my Parhelion II are it's tokens still attacking while Silent Arbiter is on the battlefield.

Yes, the tokens are still attacking. Silent Arbiter only restricts how attackers are declared. Aa lengendofa said, the tokens come in tapped and attacking. So they were never declared as attackers on the turn they enter.

As a little tidbit of info, if you’re in a multiplayer game, the angels are not required to attack the same defending player. You may have them enter and be attacking someone else.

The tokens created by Parhelion II enter attacking, so they're not declared as attackers during the "declare attackers" step the turn they come out--all attackers have been announced by the time they enter. They will attack through Silent Arbiter . After the turn they come out, though, they're subject to the restriction during the "declare attackers" step.
