Ruling for Why you Can't respond to a Pithing Needle found off Urza's Saga

I'm trying to cite some relevant rules for my deck, and I've been unable to find the exact comprehensive rules that are relevant to this scenario.

I know Pithing Needle is a replacement effect (which has to do with Rule 616), but why can't you respond to what Saga finds?

No player receives priority while a spell or ability is resolving. They could resolve to Stifle the ability, but once you search your library the card is put on the battlefield and you shuffle before any player receives priority.

I guess you could use CR117 as reference for it, but it has been my experience with people who don't grasp why they can't respond when they don't have priority that each one has a unique thought process that you will likely have to address a bit more in depth than simply stating that they don't have priority.

Gidgetimer That makes sense! I think I'll cite both priority and replacement effects, but trust judges if it really ever is an issue
