Ramos, Dragon Engine and Proteus Staff

I am looking at putting together an EDH deck with Ramos, Dragon Engine as the general but no other creatures in the deck and I had a couple of questions.

1) If I remove five counters from Ramos, Dragon Engine for the ten mana and then use Proteus Staff to put Ramos, Dragon Engine on the bottom of my library it should return to play and I should be able to order my deck. If I get five counters on Ramos, Dragon Engine after it re-enters the battle field could I remove those counters for ten more mana?

2) If I have a card such as Temur Ascendancy in play when I activate Proteus Staff to order my library would I get to draw a card when Ramos, Dragon Engine returns to play or would I not have a library at that time because I just revealed them all after I put Ramos, Dragon Engine on the bottom of my library?

1) Yes. When a card leaves the battlefield and re-enters it, it's a new object with no memory of its previous existence. You will be able to, assuming you get five more counters on him, activate Ramos' ability again.

2) I'm not 100% sure about this, but I would say that you do get to draw a card. Proteus Staff just reveals cards from the top of your library, unlike Cascade abilities such as Shardless Agent's, which exiles the cards before putting them back on the bottom.

1: Yes- Once each turn you may remove 5 +1/+1 counters from Ramos, Dragon Engine to add Progenitus (slang for ) to your mana pool.

2: Yes as soon as an effect starts to resolve you have to complete that ability before anything else can happen.

1: sorry i didn't understand what you were asking, but yes- Ramos, Dragon Engine is a considered a new object so it doesn't check if another Ramos, Dragon Engine has used the ability.

With regards to your second question, the ability of Proteus Staff has to fully resolve, allowing you to fully arrange your library, before you get a chance to put Temur Ascendancy's trigger onto the stack. You'll get to choose what the top card of your library is before you draw.
