question on delve

on lets say i have Dig Through Time can i delve out a creature from my graveyard am i targeting that creature? like does it count as i am targeting that creature

The Rules Q&A section (linked in the header bar) is the place to go for answers to all your questions about game rules, card interactions, and tournament rules.

An effect only targets if it specifically says it does, either in the text of the card (Disentomb, etc.) or in the full rules text of a keyword ability ("Equip" on equipment or "Enchant NN" on auras). Dig Through Time doesn't target anything, and neither does the Delve ability, itself.

Also, the abilities on a creature only work on the battlefield, unless they specifically say they work in some other zone or would only make sense in some other zone (Bloodsoaked Champion, Misthollow Griffin, etc.).

no i was hoping the delve would target it bec id combo it with Battlefield Thaumaturge so everytime i delved out a creature it would cost 2 less

It still wouldn't work. Whenever a card references a permanent type and doesn't say "[type] card," then it references only permanents of that type. By definition, permanents exist only on the battlefield; cards in other zones don't count.

Also, delve is a way of paying a cost, and costs never target.
