omen machine vs eternal dominion

omen machine forcibly makes me play cards but eternal dominion says i can't. what i want to know is if omen machine still works or if its cancelled out? this is for commander as well

In general, "can't" always trumps "can".

Note though, that you would still exile a card, and still (if it's a land card) put it on to the battlefield. You just wouldn't be able to cast those exiled spells.
(If you happen to flip a Torrent Elemental , for example, you're in luck!)

You can link to cards by doing something like this:
That becomes Omen Machine .
So the cards in question are Eternal Dominion and Omen Machine .
As to your question, if an effect would prevent you from completing an action, that action can't be completed. It doesn't matter that Omen Machine isn't a "may" ability, because it is an action that you cannot take.
