Sure you can. It is a good way to shut up your opponent afterall,like Declaration of Naught does in a blue deck.

Nevermore and most similar effects are not on any EDH banned list, and are usually permitted even in casual play.

Your local play group might ban it among themselves if it proves to be too annoying (like with Zur the Enchanter ) but you can definitely use it.

That's why you run a nice UW deck with Commander of your choice and play Meddling Mage , Nevermore Declaration of Naught , Hinder , Spell Crumple and some standard control and then you play the deck once put it on the shelf until they forget about it and do it again!
