merfolk looter and in response

Let's say I have a Merfolk LooterMTG Card: Merfolk Looter on the field and my opponent is casting a spell. Can I in response, do his ability and draw a card, (in this case a counter spell) counter the spell he is casting with the counter spell I just drew?

Yes. When both players pass in succession, only the topmost object on the stack resolves, not everything. After the Looter's ability resolves, you'll get another chance to add your CounterspellMTG Card: Counterspell to the stack before your opponent's spell starts to resolve.

Rhad is right. Priority has to happen for each object.

Yes, though you have to discard a card before you can cast the card you draw.

Activated abilities can be activated at any time an instant can be cast, unless it states otherwise (see: Birthing PodMTG Card: Birthing Pod).

They are correct. Say you play Hero of BladeholdMTG Card: Hero of Bladehold and they Mana LeakMTG Card: Mana Leak it, you can use Merfolk LooterMTG Card: Merfolk Looter's ability to draw (a Mana LeakMTG Card: Mana Leak) and discard. Then play the card.
