Interaction between Thalia, Guardian of Thraben and Gaddock Teeg?

If I have Thalia, Guardian of Thraben with Gaddock Teeg on the battlefield and my opponent plays a Blood Moon or some other noncreature that has a CMC of 3. Would Thalia, Guardian of Thraben bum up the CMC to 4 so that Gaddock Teeg would prevent the spell from being played?

Thalia changes what you pay to cast the spell, it doesn't change the CMC (nothing does, barring copy effects)

Converted mana cost is always determined by the symbols in the top right corner of the card. Additional costs like Thalia, Guardian of Thraben, alternate costs like the overload on Cyclonic Rift, and cost reductions like Ragemonger do not affect converted mana cost.

So, no, the combination of Thalia, Guardian of Thraben and Gaddock Teeg does not stop 3-CMC noncreature spells from being cast.
