If someone used Oblivion Ring on a Forest and I then used Legacy Weapon on the ring, what happens to the forest?

Forest/elf, doesn't matter. Some card gets exiled. :)

Oblivion Ring tells you exactly what to do in the rules text of its 2nd triggered ability. When the Ring leaves the battlefield, the exiled card gets returned to the battlefield under its owner's control.

Like Rhadamanthus said, Oblivion Ring tells you what to do when it enters play.

More generally, the answer is: Nothing happens. If a card is exiled by something else, and that other card gets exiled, there is no default action that happens according to the rules. Typically, those cards like Oblivion Ring or Journey to Nowhere have effects on them that would return the card they exiled, but again there is no default ruling that says it has to be returned.

This means if your opponent has Avenger en-Dal , if they use it to exile one of your creatures that creature is gone for good.

Perfect, thank you!

Now I'm giggling with glee about possibly exiling Brave the Elements for no sane reason... :)
