Well Isochron Scepter and Dramatic Reversal combo, with a Basalt Monolith or something. Can Paradox Engine do the same?

Yes. Since you cast the copy, as per Isochron Scepter's text, Paradox Engine will trigger. So with Basalt Monolith (or any other mana rock that produces 2+ mana), Isochron Scepter, and Paradox Engine, you can cast infinite copies of whatever you put under the scepter.
