"Does not untap...."

I just want to make sure I'm reading this properly.

there are a number of cards in Magic which say something to the effect of:
"~ doesn't untap during your untap step.", or
"You may choose not to untap ~ during your untap step."...

When those cards are combined with Prophet of Kruphix , or other such effect, I'm under the impression that they will untap (and without choice if the case may be) during other players untap step.

So something like, Leviathan could bypass it's sacrifice to untap downfall. - Is this correct?

Yes, Prophet of Kruphix does force untaps during other players turns, and yes, you will untap the leviathan on another player's turn without having/being forced to sacrifice two islands.

That's right. If the effect only talks about your untap step, then it doesn't do anything special during anyone else's untap step. Prophet of Kruphix and similar cards will untap them during other players' untap steps, whether you want to or not.

You are correct. Prophet of Kruphix 's ability is mandatory. Costs to untap permanents are disregarded (although abilities that trigger whenever something untaps will still trigger.

Most of these cards are worded as you have "~ doesn't untap during your untap step." So what happens with Seedborn Muse ? Well since you are untapping all of your permanents on each other player's untap step, then Leviathan would become untapped. I use this little combo for Mana Vault and Grim Monolith + Seedborn Muse .

Bear in mind that this makes things like Vedalken Shackles a little less good, so use caution when throwing Muse into a deck :P
