Commander Interaction with Commit//Memory split card

Heyo, I'm new to the Q&A. Not sure if you can link cards or how I do that.

In an edh game, I go to cast both halves of the card "Commit//Memory" against my opponent and his commander. First I cast "Commit//" and he decides to go ahead and put his commander "Phenax, God of Deception" in the library second from the top instead of the command zone which he could since it is a zone change.

My question is now about how the aftermath portion "//Memory"of the card works with a Commander in the library. My thinking is that since that your hand and graveyard are getting shuffled into your library then you draw 7. That his commander "Phenax, God of Deception" is never changing zones staying in the library so the commander would be shuffled along with the rest of the deck. Also that he doesn't get an option/opportunity to put his commander back in the command zone since he is not changing zones during the spell in my opinion.

Player 2, my opponent is thinking is that he gets an opportunity to move "Phenax" back to the command zone since the deck is being shuffled even tho he is currently in the library.

*Want to know how this scenario plays out since I'm bound to encounter it again playing this card. Thanks for any help. Also I had this paragraphed but didn't look that way in the preview, apologies.

shuffling a deck isn't changing zones. if he wanted the commander back in the command zone he should have just done that instead of putting it in his library.

You link cards by enclosing them in double brackets, and can use either half of a split card, or both divided by // to link it depending on how you want the link to appear.

You need to double space paragraphs to get them to format correctly on the site. I am unsure of why this is, but just hitting "enter" twice between paragraphs is the simplest way to fix this.

As for the actual question; as Raiden said, the commander is staying in the library. There is no zone change for the replacement effect to affect.

If they later draw the card, they can reveal their commander as they draw it and put it into the command zone. If it gets exiled or sent to the graveyard from the library They will be able to use the SBA to put it into the command zone. Shuffling away (no zone change) and casting or putting it onto the battlefield (no commander replacement or SBA) will not allow them to put it back into the command zone.
