Casting Stream of Consciousness from Graveyard

I'm building a Commander deck with Kess, Dissident Mage as my commander. With her ability, I can cast Instant and Sorcery cards from my graveyard.

Stream of Consciousness allows me to return cards from graveyard to the library. Normally, when casting this card, it cannot target itself (This is also mentioned in official errata). However, if it's cast from the graveyard, it would make sense that it could now target itself. There is no clarification on this in the official rulings.

So, can Stream of Consciousness target itself if it's cast from the graveyard (with Flashback or otherwise), or does the official ruling mean that it cannot target itself, no matter what?

When you choose targets for a spell, it is on the stack. As Stream of Consciousness is on the stack in this case, it's not in the graveyard to be a target of itself. Spells aslo can't target themselves as a rule, such as Counterspell or Reverberate.

I have never encountered this rule, thanks for pointing it out. Do you know the exact number for it in the comprehensive rulebook?

115.5. A spell or ability on the stack is an illegal target for itself.

This is presumably the rule Neotrup is referring to.
