Alternate casting costs without paying their mana cost

The question is a bit poorly phrased but this is what I'm referring to. Can I cast an overloaded Winds of Abandon without paying its mana cost after exiling it with Mizzix's Mastery?

No, when you cast a spell without paying it's mana cost, you cannot choose to pay an alternate cost. Casting Winds of Abandon using Mizzix's Mastery will not be overloaded, you will have to choose a target and cannot exile all creatures you don't control.

When you cast a spell without paying it's mana cost, you can pay additional costs though. So you could pay the kicker on Bloodchief's Thirst to destroy any creature. You would need to actually pay the cost, it wouldn't be included in the "without paying it's mana cost." If there is a mandatory additional cost (such as Village Rites), you would be required to pay it.

From the Gatherer entry for Mizzix's Mastery: 11/4/2015 If you cast a spell "without paying its mana cost," you can’t pay any alternative costs. You can, however, pay additional costs, such as kicker costs. If the card has any mandatory additional costs, you must pay those.
