possibly better then Wheel of Fortune?

just recently we were spoiled Reforge the Soul and Im reading it and it has a miricle cost for one less then Wheel of Fortune and WTF!? This card can possibly cost less then a card from power 9 and still has massive value if you have to hard cast for the original cost.
Im loving this card already and going to get a playset for my flashback deck along with Temporal Mastery when I get the money.
currently this card is valued at $5 so what do you all think of this card, do you think that they are underestimating it, and how do you think it will effect standard play and even other formats like legacy and modern?
its nowhere close to the power level of wheel of fortune unfortunately. The thing about a wheel of fortune is you need to cast it when your hand is nearly empty in every deck in which you are going to use it (with the possible exception of reanimator strategies).
I really feel that a new deck will need to be developed in order to use it to its full potential. You could argue that you would run it in some of the ANT or TES combo decks in legacy, but any deck relient on a storm count will need to be casting it for the full 5 or else it won't really do anything other than ruin the set up in their hand so far (unless every set up card they have is an instant) or be too much of a drain on life for the ad naseum effects.
The reason that burn cannot play it is because of the narrow amount of times that it can play the card. It will almost never get up to 5 mana, and it only ever wants a wheel of fortune when it has almost no burn left. Therefore, it really is a bad card 80% of the time. It might be able to be used in a legacy deck splashing blue for brainstorm and ponder, and maybe running faithless looting to remove dead cards from hand on the side, but other than that it is hard to use it in burn.
Really someone needs to innovate a combo deck that works almost entirely at instant speed and runs something like brainstorm and personal tutor to get the reforge the soul for extra gas.
I guess it will be very good in frites, but other than that I am sort of not seeing a good deck for it to be a consistent enough card to include.

slight revisionIt is defintely useable in a past in flames based storm deck, since 5 mana is not hard to get in those types of decks. So it may see play in modern monored storm, and maybe u/r storm.

derp im thinking of something totaly different. sorry about that but I still feel in a flashback deck this could be very useful even a turn 3 top deck with a full hand and nine times out of ten I would still cast its miricle cost just to screw over opponents and fill my graveyard for potential flashback cards along with a new hand of more cards.

itl really fit nicely in my Sedris, the Traitor King EDH deck cuz i made that to cycle hands around to disrupt people while burning them with Liliana's Caress and Megrim and all the while im dropping huuuuuge creatures in the graveyard to get back with sedris. this will do nicely! :-)

Wheel of Fortune
is not a Power Nine card.
Reforge the Soul
might have potential in RDW for refilling hands and screwing with control decks, but I don't think it's all that great. Wheel of Fortune isn't even worth $10, and this is only conditionally better.
