Evasive Maneuvers Worth it?

I was looking up other commander decks from the 2013. all of them have a lot of reprints. I was an still am a big fan of the Mind Seize I bought it and it skyrocket in price. I love it and have not open it. I bought singles of the ESPER one and use it for a different style than it was for the CMDR 2013 one. I didnt buy all of the cards from it single. I just bought what I didnt have. Now the Evasive Maneuvers looks like a fun thing to play with. I especially love the commander, how its so broke and all. You can cast it from the command zone for only 4 mana! no increase every time its sent there. I love that. however is the bant a good color CMDR combo? I want to know if it would be worth buying this CMDR deck at my local walmart or just buy him and build a deck around him much differently. I kinda want to use green in a CMDR deck but I want to use a mono green or GB with Skullbriar. I have him but I feel like both Skullbriar and this Bird Wizard are great green Commanders. Which is better? and is it worth buying the CMDR deck?
Specifically on the commanders, Derevi, Empyrial Tactician is a tier one competitive commander with certain decklists. She's incredibly powerful in the right deck. A stax deck to be precise.

You can cast Derevi at any time pretty much. With the Auriok Windwalker or Stonehewer Giant you can put one piece of equipment on him at instant speed. If you have the Leonin Shikari and Puresteel Paladin + three artifacts you can equip Derevi at instant speed for zero mana.

A good way to go about it is to first build the deck here on tappedout. Then look at all the cards you'd get form the precon. For example, when I made my Roon of the Hidden Realm deck, I calculated that the cards I'd get from evasive maneuvers that I wanted in the deck would cost about $30 to buy individually. Since that's about the price of the precon, why not just get the whole thing in mint condition along with a ton of other cards?
