Strange Anti-Mill Challenge

We all know how popular Dimir mill has become recently with the new cards, how time for some inventive anti-mill.
Your objective: Build a working deck using Colfenor's Plans to make mill irrelevant. Set limit: Modern. Card limit: 60.
Remember: A mill deck only wins if you attempt to draw from an empty library.
It doesn't make mill irrelevant. Once milled, you won't lose by drawing during your draw step since Colfenor's Plans skips your draw step, but your opponent can certainly play any spell or ability that makes you draw a card to make you lose anyway.

Yes wreckedd, but that's not really much of a challenge
And I guess you're right Devonin, but quite a few Dimir mill decks don't have forced draw because they're focusing on mill. If I could edit my post, I'd change it to "make mill far less effective". Would that suit you better?

just run Maralen of the Mornsong , then you absolutely cannot draw.

That would stop all drawing... but the first card they would search for would be removal.

Some concepts that might work well...
Cipher/Flashback cards or effects like Nightveil Specter 's , so you don't need to draw to have spells to cast.
Perhaps splash in ways to return Colfenor's Plans to you hand, so you can recast, and get a new 7 cards. (of course that permanently loses any remaining from the previous 7)
The "only one spell per turn" is probably worse than the "skip your draw"... there are a number of ways to draw cards. Underworld Connections would work well, especially against mill, as you should be able to afford the life.

Sigh. This isn't about the best cards to stop mill, this is about building a working deck about Colfenor's Plans , that's what the challenge is. If you don't want to do the challenge, don't post.
