When Specter of Mortality enters the battlefield, you may exile one or more creature cards from your graveyard. When you do, each other creature gets -X/-X until end of turn, where X is the number of cards exiled this way.

Since this deck is so commander-centric, I'd recommend probably cutting 4-5 of your least favorite ETB effects and replacing them with some protection for your commander:
Swiftfoot Boots, Whispersilk Cloak, etc.
As for cuts, I see some negative synergy with Young Necromancer + Specter of Mortality and things like Possessed Skaab or Cadaver Imp. I'd focus either on exiling creatures from your grave or returning them, not both.
