Thank you. What if you have Chaplain's Blessing instead of Healing Salve?
I guess what I’m really asking is the “do this only once per turn” applying to putting the counters on or does this trigger once and only once on the first time a gain life effect triggers?

Yes, you can do that. If you respond to Oloro's trigger by casting Healing Salve, then Healing Salve will resolve first and the Paragon will trigger from that life-gain event.

I have Nykthos Paragon in and a Oloro, Ageless Ascetic in play, and a Healing Salve in my hand.
I want to gain as many counters as possible. I start my turn, is there a way to get 3 counters from healing salve and not settling for 2 counters from oloro?

The distinction you wish there to be, is not a mechanical one. It's a flavor one, as FormOverFunction touched upon.
White has lifegain because it's the color of community, of healing the sick to strengthen the group, medical cards are usually white in MtG (Apothecary Geist or Healing Salve)
Black is the color of dark magic, vampires, extracting the force of life out of your victims and sacrifices. That's why many vampires have lifelink.
Green is the color of nature, the food chain, photosynthesis, natural growth and prospering.
They can still mechanically be represented with the same kinds of cards, but the reason each color gains life is not bound by the mechanics but by the philosophy of the color pie. At least that's how I see it.

Alpha Boon Cycle reworked added a colorless mana to the casting cost to make them more balanced (some overpowered while other underpowered) and all useable while keeping to their core mechanic (3 of something but upgraded to 4 and raised their rarity to uncommon)

While we're at it, Lightning Helix is literally just Lightning Bolt and Healing Salve slapped together. If you were to take 2 of the cards from that same cycle (you could use Bolt or Salve if you wanted) and put them on the same card, what would you call it?

Birds is a surprisingly well supported tribe, and flying tribal has been getting a fair bit of support recently. So building birds in commander can be both fun and powerful because you can combine old and new cards.
A creature has to be a Legendary creature to be legal as your commander. The classic option for birds would be Kangee, Aerie Keeper . Some other options that are more "Flying tribal" than bird tribal could be Kangee, Sky Warden (a very budget-friendly option), Isperia the Inscrutable , Akim, the Soaring Wind , Derevi, Empyrial Tactician or Alela, Artful Provocateur .
Now you should decide whether you want cards that support having Birds specifically: Aven Brigadier , Celestial Gatekeeper , Crookclaw Elder , Seaside Haven , Soulcatchers' Aerie , Airborne Aid , Migratory Route , Animal Sanctuary etc. Or if you just want cheap flyers that may or may not be birds and just play flying tribal: Battle Screech , Favorable Winds , Gravitational Shift , Gust of Wind , Island Sanctuary , Kangee's Lieutenant , Lofty Denial , Pride of the Clouds , Rally of Wings , Sephara, Sky's Blade , Siani, Eye of the Storm , Skycat Sovereign , Soulcatcher , The Raven's Warning , Thunderclap Wyvern , Tide Skimmer , Warden of Evos Isle , Watcher of the Spheres , Waterkin Shaman , Windstorm Drake , Winged Words , Battle Screech .
Your list has a lot of pretty bad cards that don't support your strategy. I would cut Healing Salve , Resupply , Take Up Arms , Call to Mind , Survival Cache , Refurbish (has 4 targets in your deck and no matter what you get you pay more mana than you should), Siegecraft etc. Pure lifegain spells are bad unless you build around them, and this is supposed to be a bird/flying deck right? Cards that make tokens without flying are not great because your lords and synergy don't make them better. So even though Raise the Alarm is a solid magic card, you would prolly rather have like a Mistral Charger because you can build synergy around it.
Removal is always good. You can almost never have too much of it. However, if you are really cool, you can try to play removal and card draw that is flavorful and synergistic as well: Ravenform , Wing Shards , Aerial Assault , Swan Song , Winged Words , Gust of Wind , Lofty Denial . Also, sol ring is great but more ramp is usually a good idea in commander, and Azorius Keyrune is also a bird!

Circle of Protection: Black uses the current Oracle text:
: The next time a black source of your choice would deal damage to you this turn, prevent that damage.
Because it says "You," it refers specifically to the player who controls Circle of Protection: Black. Abilities that can prevent damage to players or permanents are generally written as preventing damage to "any target," such as Healing Salve, which has the following effect as one of it's modes:
Prevent the next 3 damage that would be dealt to any target this turn.
