What is the interaction between Zada and Outnumber?

During the past weekend a question came up that no one in my play group was 100% on the answer of, if you target a blocked Zada, Hedron Grinder with Outnumber after paying only one, does Outnumber copy for each other blocked creature, or must you pay more into the X?

If Zada is the only target, meaning X=1, then it will be copied for each other creature that has also been blocked. If you have 5 total attacking creatures, and 3, including Zada, are blocked, Outmaneuver will be copied 2 times for the other 2 blocked creatures.
