To what extent can Sliver Overlord respond to being targeted?

Kinda complicated question... So it's my turn and my opponent has a Sliver Overlord out as well as 10 mana open. I cast Zealous Conscripts targeting the Overlord. Can my opponent in response to me casting Zealous Conscripts tap 6 mana and use Sliver Overlord to tutor for Crystalline Sliver and Quick Sliver then flash in Quick Sliver and then in response to Quick Sliver resolving (which would resolve before the conscripts because first in last out) cast Crystalline Sliver giving the Sliver Overlord shroud causing my Zealous Conscripts ability to fizzle on an invalid target?

Note that your opponent couldn't cast Crystalline Sliver in response to Quick Sliver, because it doesn't have flash yet. He could only flash in Crystalline Sliver once Quick Sliver resolves and is in play.

Your opponent is able to do this because of the way priority works. Whenever an item is put on the stack, the other player receives priority to respond, and it goes back and forth until neither player takes an action. Whenever an item on the stack resolves, the active player (the player whose turn it is) gains priority, and can take more actions if they so choose. This process repeats until the stack is empty. In your case, the opponent could cast and resolve all of those abilities/spells before your Zealous Conscripts trigger would resolve.
