Spellstutter Sprite vs Ragemonger

I cast my Kragma Warcaller with a Ragemonger and a Hazoret's Monument on the battlefield bringing the casting cost to {2}. My opponent plays a Spellstutter Sprite with a Cloud of Faeries on the battlefield. Is the Kragma Warcaller countered?

No, because costs reduction do not change the mana value. Think of the mana value as the written cost on the card.

202.3: "The mana value of an object is a number equal to the total amount of mana in its mana cost, regardless of color."

202.1: "A card’s mana cost is indicated by mana symbols near the top of the card. (See rule 107.4.) On most cards, these symbols are printed in the upper right corner. Some cards from the Future Sight set have alternate frames in which the mana symbols appear to the left of the illustration."

So even though you only paid 2, the mana value is 5.
