Rule question about Toothy

So I saw Toothy, Imaginary Friend and I have a question.

If I instant speed blink Toothy, such as using a Deadeye Navigator, could I hold off the draw trigger until after Toothy reappears?

The activated ability has to fully resolve before Toothy's trigger would be placed on the stack, so, yes.. the draw will always happen after Toothy returns.

As cklise said there is no way to draw the cards when Toothy is exiled to the blink. You will always draw after it re-enters.

Ok so that means if it's bounced, does that means it reenters with the same number of +1/+1 counters?

Well bounced and blinked are two different things. If bounced it goes to your hand and unless you can recast it with flash it will not be around for the draws to trigger the counter ability. If you blink it with DEN, Momentary Blink, or the like it will exit and return before the trigger to draw goes on the stack. In this case it will be on the battlefield when the draws happen and the counter adding ability will trigger. In either case it enters as a 1/1 so it can be killed with instant speed damage like Electrickery or many others.
