Neoform and Voice of Resurgence

I just want to clarify something. If I Neoform Voice of Resurgence to grab Risen Reef , the voice will generate a token before risen reef comes into play right?

That's right. If you sacrifice Voice of Resurgence to pay the additional cost to cast Neoform then the Voice's ability will trigger while you're casting the spell. When you're finished with the casting process the trigger will be put onto the stack on top of the spell and will resolve before the spell can start resolving.
