Marchesa, the Black Rose and stealing commanders indefinitely?

if my opponent uses an Act of Treason to steal my commander and then uses a sac outlet, Ashnod's Altar, after attacking with the creature to give it dethrone using Marchesa, the Black Rose's ability, will it come back under his control even if I move it to my command zone after he sacs the commander? Do I have a chance to move my commander to the command zone after he sacs it?
We have found different answers on the internet and I am not sure if this has been answered before. Thanks

Also a follow up Question to the one above. Would a Rest in Peace on the battlefield stop a creature from coming back to his control for all other creatures

"Whenever a creature you control with a +1/+1 counter on it dies" means "Whenever a creature you control with a +1/+1 counter on it [is put into the graveyard from the battlefield]." So does an opponent's commander die while you control it? No, not if they choose to put it in the command zone instead. So you don't get to return it. Rest in Peace runs into the same problem.
