Does Vizier of Remedies work with Persist?

Does Vizier of Remedies remove the -1/-1 counter from persist?

It doesn't technically remove it, the counter is just never placed in the first place. This matters for things that care about -1/-1 counters being put on creatures. Like Hapatra, Vizier of Poisons .
