Does protection from black protect from dual colored cards tht are part black?

If a card has protection from black, does it affect a black/red creature or would the protection not work on it?

Yes it does. Protection asks, "Does X spell/permanent have Y quality?" If the answer is yes, then protection works. So if you have a Runeclaw Bear with protection from Black and your opponent swings in with a Rakdos Cackler, you can block the Cackler without any damage being assigned to the Bear because the Cackler is both red and black.

Small correction: The damage is still assigned to the the object with protection. It is just prevented. This matters for trample (The controller of an attacking creature with trample first assigns damage to the creature(s) blocking it. Once all those blocking creatures are assigned lethal damage, any remaining damage is assigned as its controller chooses among those blocking creatures and the player or planeswalker the creature is attacking). It also matters for effects that say damage can not be prevented (Skullcrack and the like).
