Do cards such as Wrangle and Hijack have to be cast on a tapped creature?

I'm unsure about the mechanics of these cards.

No, unless a card specifically states otherwise, you can use an effect to tap a tapped creature, or untap an untapped creature.

If they said "gain control of target tapped creature" they would, but as it stands, if they take an untapped creature, they will just try to untap it, which obviously does nothing, but the rest of the card's effects still happen.

This is why cards like Springleaf Drum specify "an untapped creature you control".

No, they don't. It would specify on the card if the target had to be tapped. They can be cast on any creature, and if that creature was tapped, it gets untapped as a result.
