Would Jace, Architect of Thought 's -2 ability trigger Chasm Skulker ? or does it specifically need to be "draw cards" like Divination or your normal draw step?

Yes, it has to specifically be 'draw' cards. Simply have a card become a part of your hand will not work, otherwise there would be too many cards that trigger it.
Cards like Necropotence , Lead the Stampede , Idyllic Tutor , etc also wouldn't trigger Chasm Skulker 's ability.
