Can i activate Sadistic Hypnotist as an instant with Leyline of Anticipation?

if i have Leyline of Anticipation and Sadistic Hypnotist out at the same time, can i activate the hypnotist as an instant because I can cast sorceries at instant speed?

You cannot. The Leyline lets you act like your nonland cards have the Flash keyword ability, which means that they can be cast at any time you could cast an instant. They don't actually have it, and normal timing restrictions still apply for everything else. You just have an "override" in a sense for your spells.

307.5. If a spell, ability, or effect states that a player can do something only "any time he or she could cast a sorcery," it means only that the player must have priority, it must be during the main phase of his or her turn, and the stack must be empty. The player doesn't need to have a sorcery he or she could actually cast. Effects that would prevent that player from casting a spell or casting a sorcery don't affect the player's capability to perform that action (unless the action is actually casting a spell or casting a sorcery).

"Any time you could cast a sorcery" is Magic shorthand for "during your main phase while the stack is empty and you have priority." Effects that change when you could cast a sorcery do not change the meaning of this phrase.
