Can Derevi, Empyrial Tactician's activated ability be targeted by Disallow from the Command Zone?

If I have Derevi, Empyrial Tactician in the command zone, and I activate her ability from there, can that ability be targeted by Disallow or Stifle? Also, can she be targeted by cards that say something like "Name target creature" from the command zone? Thank you!

Yes, you can target the ability with Disallow, etc. When you activate an activated ability, or when a triggered ability triggers, the ability is put onto the stack (which is its own distinct zone) and can be targeted by anything that specifically says it can target abilities.

There's nothing that says "name target creature", but if you're asking about something like Pithing Needle, then yes, you're allowed to name any card legal in the format you're currently playing.
